City of El Reno, Oklahoma and El Reno Public Schools

ICC in association with our design team partner, Perkins and Will have been engaged by the City of El Reno and El Reno Public Schools to conduct a basic feasibility study with regards to the master planning of a community event center project and an early elementary school on a selected site within the limits of the City of El Reno.

The master plan study was completed in May of 2020 for a mixed-use sport and entertainment development at the intersection of I-40 and Highway 81.

Citrus Heights, CA

ICC was retained in November, 2025 by the Mettle Shop, LLC to supply project management services for the development of the Sunrise Sports Complex in Citrus Heights, California. The 160,0000 square foot project will be located on property within the Sunrise Tomorrow mall redevelopment plan situated between the major cross streets of Sunrise Boulevard and Greenback Lane in the city of Citrus Heights.

The project includes a 4,000 seat spectator arena to be the home for a major hockey development league team, a second NHL sized ice rink with 300 seats, a 350’ x 230’ covered field turf facility, a 230’ x 155’ open turf facility, a sports restaurant with viewing to the turf complex and ice rinks and a health care facility.

The complex will host a wide range of sporting activities including hockey, figure skating, public skating, curling, soccer, flag football, lacrosse in addition to concerts, trade shows and exhibitions.

The facility is scheduled to open in the fall of 2028.”

Cheyenne and Arapaho Tribes, El Reno, OK

ICC in association with our design team partner, Perkins and Will have been engaged by the Cheyenne & Arapaho Tribes to conduct a basic feasibility study and project renderings for the redevelopment of historic Ft. Reno. ICC contracted with Hunden Strategic Partners to complete a feasibility and economic study and then contracted with 3DI Digital Design Group to create the site plan and images shown below.

Reading, Pennsylvania

ICC has been retained by the Berks County Convention Center Authority to explore the possibility of developing a twin ice facility that would become the home of the Reading Royals Youth Hockey Association.

ICC contracted with Sierra Planning & Management to conduct a feasibility study and economic impact analysis for the possible twin ice facility.

Clermont, Florida

ICC and Perkins & Will Architects are working with the Olympus Sports Campus in Clermont, Lake County Florida. ICC and Perkins and Will are responsible for the design and development of the Olympus Arena which will serve as the anchor for the 250 acre project.

Detroit, Michigan - Little Caesars Amateur Hockey

ICC was contracted in 2023 to provide professional services to Little Caesars Amateur Hockey (“LCAH”) and Olympia Development Michigan (“ODM”) on the design, development and operation of a multi-sheet ice hockey facility in the Detroit metropolitan area. ICC has been involved with LCAH, ODM and Plante Moran (“PM”) in the creation of an overall master plan for the project along with the program elements and design concepts for the multi-sheet ice complex. In addition, ICC was a member of the selection committee that issued a RFP for design services resulting in the selection of Perkins and Will.

The team is in the process of entering into a benchmarking exercise to tour eight similar facilities to determine best practices, operating costs and efficiencies as well as food and beverage offerings and more.

The project is projected to open in 2028.

Calgary, Alberta 

Taza Park

ICC, MJMA, S2 Architecture and Sierra Planning and Management were selected through a RFP process to develop an approximate 5,500 fixed seat event center with the Taza Park development in SW Calgary, Alberta. The Tsuut’ina Nation along with the Canderel Group was formed in 2015 to create Taza, one of the largest First Nations developments in North America, The Taza Park development currently spans some 1200 acres at the southwestern edge of Calgary and includes the existing Grey Eagle Resort Casino and Event Center.

The design team is finalizing a three month long study to be presented for approval to Taza board in early October 2025.

Cape Breton, Nova Scotia 

Cape Breton Regional Municipality - Center 200 Modernization Plan.

ICC was fortunate to join a design and feasibility team lead by DRSA, Halifax and included Sierra Planning and Management. The team was selected through a competitive process to assess the condition of the current arena, Center 200 in Sydney Nova Scotia, review the revenue model of the facility and to recommend upgrades to the arena to make it sustainable for another twenty five plus years. The facility is home to the QMJHL’s Cape Breton Eagles. The current facility is twenty four years old and requires both upgrades and additional square footage to accommodate the growing needs of the hockey franchise. The initial study was completed in September and awaits councils approval on next steps.

Revelstoke, British Columbia

ICC and Greyback Construction teamed to provide a due diligence review of the existing Revelstoke Forum.  The report included structural revisions and operational upgrades to the existing facility.  In addition, the team completed several cost proposals for the design and construction for a new arena for the City of Revelstoke. The work was completed and delivered to the City of Revelstoke in May 2025.

Lebanon Valley College
ICC and partner Perkins and Will have been retained to provide preliminary development plans for a twin ice arena complex to be located on site at the campus of Lebanon Valley College in Annville, Pennsylvania. The project features an approximate 1,800 seat main arena for both men’s and women’s varsity hockey along with a community ice rink with some 250 seats for use by the college and the community.

Citrus Heights Advances Sunrise Mall Redevelopment Through Public-Private Partnership with The Mettle Shop

Proposed Sunrise Sports Center envisioned as catalyst project on 14 acres of the 100-acre Sunrise Tomorrow site

CITRUS HEIGHTS, Calif. — The City of Citrus Heights has taken a major step toward advancing redevelopment of the Sunrise Mall property by establishing a public-private partnership framework with Sacramento-based sports and entertainment development firm The Mettle Shop for the development of the Sunrise Sports Center, a proposed regional sports and entertainment complex envisioned as a catalyst project within the Sunrise Tomorrow Specific Plan.

The Sunrise Mall property, built more than 50 years ago as one of the region’s first regional shopping centers, spans roughly 100 acres and represents the most significant redevelopment opportunity in Citrus Heights’ history. In 2022, the City Council adopted the Sunrise Tomorrow Specific Plan, creating a long-term vision to transform the aging mall into a vibrant mixed-use district featuring entertainment, hospitality, housing, and experiential retail.

A Catalyst for the Sunrise Tomorrow Vision

At its March 11 meeting, the Citrus Heights City Council authorized the City Manager to enter into an Economic Development and Participation Agreement (EDPA) with The Mettle Shop, establishing the partnership framework and key terms to collaboratively explore the project. The agreement does not approve a specific development project. Any proposal will still undergo environmental review, planning entitlements, and public hearings before returning to the City Council for consideration. “I have said would like to see something so unique that people are drawn to Citrus Heights, because Citrus Heights is pretty special,” said Mayor Marijane Taff. “This feels pretty close to a magic-wand moment for our community.”

The proposed Sunrise Sports Center would occupy approximately 13.75 acres of the 100-acre Sunrise Mall property, serving as a catalyst project intended to activate the site and attract additional investment across the remaining acreage. Tallen Capital Partners is currently in escrow to purchase the majority portion of the site. “This is a transformational effort to turn this property into a compelling regional destination of food, entertainment, housing, and all the things that go along with that,” said Terry Tallen, CEO “To the Council, the vision you have had in putting the specific plan together is a great vision. It’s a timely vision and a good blend of uses, which is what makes successful projects successful these days.”

A Regional Sports and Entertainment Destination

The Sunrise Sports Center is envisioned as a year-round destination supporting sports tourism, recreation, and community programming. The concept includes a 4,000-seat multi-purpose arena, two NHL-sized ice sheets, covered and outdoor turf fields, sports medicine and performance facilities, restaurants, and community gathering spaces. At full operation, the venue is projected to attract approximately 1.29 million visitors annually, with roughly 75 percent coming from outside Citrus Heights, generating regional visitation and supporting local businesses. Economic analysis indicates the facility could generate approximately $26 million in annual economic output and support more than 350 jobs through direct and indirect economic activity. “We are incredibly grateful to the Citrus Heights City Council for their leadership and vision in moving the Sunrise Sports Center project forward,” said The Mettle Shop CEO Joe Wagoner. “This is an exciting moment for the local community and the entire Sacramento region. We look forward to partnering with the City to create a destination where families, athletes, and visitors can come together around sports, competition, and community.”

“Transformational redevelopment requires strong partnerships and shared vision,” said City Manager Ash Feeney. “Through this public-private partnership, we have an opportunity to combine private investment with strategic public tools to catalyze redevelopment and help bring the Sunrise Tomorrow vision to life.”

Under the partnership framework, The Mettle Shop would acquire the project site and lead development and operation of the Sunrise Sports Center, while Tallen Capital Partners is currently in escrow to acquire approximately 50 acres of the Sunrise Mall property, positioning the broader site for future mixed-use redevelopment aligned with the Sunrise Tomorrow vision. The City will coordinate planning and entitlement processes, support redevelopment coordination among property owners, and evaluate the potential use of municipal financing tools to help facilitate the project.

The proposed financing approach combines private developer equity with municipal bond financing, with project revenues repaying the bonds rather than taxpayer funds. The project will undergo additional planning and environmental review, including technical studies, CEQA review, community outreach, and public hearings before the Planning Commission and City Council.

If ultimately approved, the Sunrise Sports Center would serve as a catalytic anchor helping stimulate redevelopment across the remaining 85+ acres of the Sunrise Tomorrow site, advancing the City’s vision for a vibrant regional destination.
